NDRC and Ministry of Transport issued Implementation Program on Promoting Quality and Efficiency of Transportation and Service Promoting Service Providing Capability, which indicates that in the period of “the 13th 5-year plan ”, China will implement the key project of promoting quality and efficiency of 28 types of transportations in 7 categories to improve the comprehensive quality and efficiency of transportation, enhance service supplying capability in transportation and facilitate travel of the people and lower the cost of logistics.
The Program expresses that within the period of “the 13th 5-year plan ”, as the infrastructure network of transportation is being completed, 28 types of key projects are carried out in seven categories, including comprehensive hub jointing, inter-city traffic construction, generalizing combined travel and transportation, developing smart transportation, improving express serves and green and safe development; by 2020, a comprehensive transportation system with rich contents, various levels, better service and more efficient management will be established to serve development of economy and society better.
In addition, the Program points out that transportation quality and efficiency improving project shall be accelerated in all places and departments; promote integration of transportation resources by increasing investment and science and technology power, play out advantages of integration and achieve interactive development. Strengthen reform of investment and financing system for transportation, open the new aspects of transportation construction to social capital, innovate investment and construction mode and promote cooperation between government and social capital.
Furthermore, Ministry of Transport issued “The 13th 5-year Plan” Development Plan of Energy Saving and Environment Protection in Traffic and Transportation, which requires to combine concept of green development with development of transportation and traffic in all aspects and processes, promote ecology and environment protection quality of traffic and transportation, act out the principal function of enterprises, enhance green traffic culture development of the public and accelerate system of green traffic and transportation.
The Plan specifies 17 main tasks in 6 aspects, requires the transportation and traffic departments of each level to complete system structure, expand sources of fund, enhance technology and science innovation, develop green culture, enhance cooperation system and guarantee construction of green traffic transportation and traffic system.
